PERSONAL RESPONSIBILITY: PERSONAL ACCOUNTABILITY

By Frosty Wooldridge

Following up the two part series on “U.S. Filling Up with Dumb People”, an amazing number of emails arrived with a sense of heart break, distress and futility. Older Americans seem to think that America can return to the way it was! Younger Americans don’t have a clue as to the way it used to be! Immigrant Americans don’t know what America once was nor do they care about what we are becoming. They don’t know the difference.

Immigrants celebrate being here rather than being where they came from because where they came from can only be described as miserable enough to flee. Please be advised that over 10 million people wait in line to move to America and their numbers grow by 77 million annually. But as more and more of them arrive, they turn our country into the same chaos they left in their countries. Example: California!

As we change our language to many languages, as we change our ethnic makeup to a majority of Mexican-Americans and Muslim-Americans by 2042, (Source: PEW Research) as we change our dominant Christian religion that built this country—into a multicultural morass, as we lower our standards in education, culture and personal accountability—America will never again enjoy its exceptional past.

This quote bears repeating as it applies to America. In Dr. Otis Graham’s “Unguarded Gates: A History of America’s Immigration Crisis”, he writes, “Most Western elites continue urging the wealthy West not to stem the migrant tide, but to absorb our global brothers and sisters until their horrid ordeal has been endured and shared by all--ten billion humans packed onto an ecologically devastated planet.”

Last night, I interviewed on the Jeff Rense Show at www.rense.com. We covered the “Tragedy of Detroit” and the two part series on America becoming a nation of dumb people. Rense’s audience could hardly believe that 42 million Americans cannot read. More emails piled into my inbox.

A reader wrote, “Just finished reading your latest about "Illiteracy" and thank you for the updates. I wonder if you have read: "The Closing of the American Mind" by Allen Bloom. The Subtitle is: "How Higher Education Has Failed Democracy and Impoverished the Souls of Today's students" Deliberately!”

Before 1960, Americans enjoyed a high degree of personal responsibility and personal accountability. Most graduated from high school and could read, write and work mathematical equations. No matter how poor or how illiterate, Americans worked to put food on the table. But after Lyndon Baines Johnson’s “Great Society” erupted with free food, free housing, free medical, food stamps and a host of ‘get something for nothing’, American culture for minorities changed and then, it changed for whites in America, too.

As apathy and tolerance grew, lobbyists and high stakes money changers directed Congress. McNamara cooked up the Vietnam War in 1965. As we sacrificed 58,300 young men, the high class grew even richer and more powerful. Those soldiers became pawns in a money game. No different today in Iraq and Afghanistan!

"Naturally the common people don't want war: Neither in Russia, nor in England, nor for that matter in Germany. That is understood. But, after all, IT IS THE LEADERS of the country who determine the policy and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them they are being attacked, and denounce the peacemakers for lack of patriotism and exposing the country to danger. IT WORKS THE SAME IN ANY COUNTRY." Hermann Goering at the Nuremberg Trials

Gross lack of personal accountability and responsibility

Today, we wage two wars for absolutely no purpose, no resolve, no victory and no end. Our 535 members of Congress, once touting our “war against terror” in Afghanistan, a country without one single jet, helicopter or
missile--now find themselves lost in an immoral morass. None of them possesses the courage to stop the killing. Yet, they continue voting for spending $12 billion a month for two wars while our schools and health care systems collapse from lack of funding.

"Man is the only animal that deals in that atrocity of atrocities, War. He is the only one that gathers his brethren about him and goes forth in cold blood and calm pulse to exterminate his kind. He is the only animal that for sordid wages will march out…and help to slaughter strangers of his own species who have done him no harm and with whom he has no quarrel. …And in the intervals between campaigns he washes the blood off his hands and works for "the universal brotherhood of man" — with his mouth."
— Mark Twain, "What Is Man"?

That same group refuses to stop insourcing, outsourcing and offshoring of American jobs while 14 million Americans suffer in unemployment lines. With 35 million Americans subsisting on food stamps, that same Congress allows 2.5 million legal and illegal immigrants into this country annually.

We face ominous challenges as to water, energy, climate destabilization, foreign debt, consumer debt, education, crime, illiteracy, but our president and Congress run, duck and hide from dealing with it.

Meanwhile, we inject 1.2 million high school dropouts into our society annually along with 2.5 million third world immigrants. (Source: NBC’s Brian Williams, June, 2008) We cannot keep up with it or its consequences. Visit this site for a rendition of Colorado Governor Lamm’s speech: “How to Destroy America” http://usawakeup.org/HowToDestroyAmerica.htm

Mark Twain said, “Every time you stop a school, you will have to build a jail. What you gain at one end you lose at the other. It's like feeding a dog on his own tail. It won't fatten the dog.”

A mind-numbing 2.3 million Americans languish in our prison system.

For lack of education of its citizens and a sense of responsibility of every citizen toward this civilization, the United States cannot and will not survive as a viable culture, language and people.

Intellectual Poison of Multiculturalism

If what we’re doing to ourselves is so good, why isn’t it working?

We must move toward personal responsibility and accountability for every single person in America to read, write, work mathematics, vote, work and think critically. If we don’t, we can expect more of our current dilemma—only worse by the expected 100 million people added to this country within 26 years.

Without personal responsibility and accountability, we degrade our civilization beyond improvement.

AMERICA FILLING UP WITH DUMB PEOPLE: CHAOS OF ILLITERACY

By Frosty Wooldridge

Part 2: Ethnic division, welfare, balkanization, clashing cultures.

Over 18 million human beings starve to death in third world countries around the world annually. According to the World Health Organization,10 million of them are children that die of starvation or related conditions yearly. When you watch religious channels featuring appeals to “Save the Children” in Africa, South America and Asia, what constitutes the driving condition of their plight?

Illiteracy! Culture! Profligate fecundity!

At the same time, how can the Western world in Europe and North America enjoy endless ‘all you can eat’ buffets seven days a week that created over 180 million obese people in the United States alone?

Education! Culture! Personal choice!

What happens when a highly educated society, culture and people such as the United States degrades or devolves its educational systems toward illiteracy and loss of personal accountability?

Look around you!

You watched that process clutch at the throat of American educational system for the last 40 years— and today; it’s got us by the carotid artery.

What do 35 million Americans subsisting on food stamps indicate? Answer: poor or no educational achievement.

APATHY AND TOLERANCE: THE MOST DEADLY VIRTUES OF AMERICAN SOCIETY

Personal responsibility: do you think 400,000 pregnant women that arrive annually in America, unlawfully, will birth tomorrow’s responsible citizens? Do you think millions of unwed American mothers that bring 1,2,3,4 and five children into this world using welfare “Aid to Dependent Children” will rear responsible, intelligent and contributing future citizens?

Personal accountability: do you think the 1.2 million high school dropouts annually in the USA will become thriving, contributing and responsible future citizens? You see, that number of academic failures has been mounting for over 10 years, thus, more than 11 million illiterate kids wandering the streets of America.

Do you think ethnic groups that abhor education or quit from their own lack of parental guidance, drive and academic ability - will remain docile in the burgeoning slums? Here or worldwide? I address that dilemma in Chapter 20: Burgeoning Cities of Poverty in America on the Brink: The Next Added 100 Million Americans. {Copies available:1 888 289 7715}

ABSOLUTE VOID OF DECENT STRATEGIC PLANNING

“Most cities in developing countries already have pressing concerns, including crime, lack of clean water and sanitation, and sprawling slums,” said Thoraya Obaid, Executive Director of the UN Population Fund. “But these problems pale in comparison with those that could be raised by future growth. If we do not plan ahead, it will be a catastrophe.”

Please note that China, India, Mexico, Bangladesh, Rio, Indonesia, etc. constitute present day catastrophes already manifesting.

Where does this lead to?

What do we see happening in the USA?

Why won’t anyone address it?

Illiteracy can and will kill our civilization! No if’s, and’s or but’s! And the "when" is easily predicted.

Social Interaction EXPLOSIONS Are Inevitable.

The fact grows that the United States injects volatile mixtures of incompatible cultures, antagonistic races (e.g. - Jewish and Muslims), illiteracy and multiple languages into its core culture— hoping that it won’t explode. Yet, you can see the explosions, strife and conflict already manifesting in Great Britain, France, Holland, Norway, Germany, Austria, Spain and elsewhere.

Cultural Assimilation is NOT Happening.

In “The Silent Catastrophe” by Jared Taylor, October 12, 2009, he said, “Part of the problem for immigrants is adjusting to the U.S.; Hispanics born here are more likely to finish high school than those who immigrate as children. However, the graduation rate slightly decreases for the second U.S.-born generation (85.1 percent vs. 85.9 percent), so that in 2007, even after three generations in the United States, Hispanics had a dropout rate that was still 2.3 times the white rate - and 33 percent higher than the black rate.

“Big-city public school districts, which are heavily black and Hispanic, have appalling track-records.

In Detroit, only 26.8 percent of students graduated on time in 2006. (76 percent in 2008 reported by Brian Williams, NBC) The other worst performers were Philadelphia: 39.1 percent, Dallas: 40.7 percent, Los Angeles: 47.7 percent, and Washington, DC: 48.8 percent. Jefferson High School, which is 90 percent Hispanic and 10 percent black, had the worst dropout rate in Los Angeles: 58 percent.

“That is not the figure for students who fail to graduate on time; it is those students do not graduate at all.”

Today, newspapers and magazines publish to a sixth grade reading level for audiences across this country! The U.S. Army manuals scale their educational efforts to a 4th grade level.

Taylor continued, “The American workforce has historically been the best educated in the world: 85 percent of adult Americans are high school graduates, up from just 25 percent in 1940. Twenty-eight percent have a college degree, a fivefold increase since 1940. Better education helped raise real average per-capita income in the United States 40 percent between 1980 and 2000 - but that money had less purchasing power.

California Illiteracy; Legal AND Illegal Immigrants

“According to a 2007 report from the Migration Policy Institute, an estimated 400,000 legal immigrants and 350,000 illegal immigrants were illiterate in their native languages, much less English. This contributed to the first decline in literacy in California’s history. In 2003, its adult illiteracy rate of 23 percent— up 50 percent in the most recent 10 years— put it last among all states.”

Please note that California suffers an estimated five (ten ?) million illegal immigrants and five million recently arrived legal immigrants. It suffers a gigantic, untaxed underground economy resulting in $24 ($47 ?) billion in debt. Across the USA, immigrants cost taxpayers, according to economist Edwin Rubensetin, www.thesocialcontract.com -- $346 billion annually across 15 federal agencies.

“The California Dropout Research Project at U.C. Santa Barbara estimated in 2009 that because high school dropouts commit more crime than students who stay in school, dropouts cost California $1.1 billion annually in law enforcement costs and victim damages while they are still minors,” said Taylor. “This estimate did not include lost productivity costs as adults or continuing public outlays for adult criminals and indigents.”

“For the U.S. economy, the implication of these trends is really stark,” said Patrick Callan, president of the center.

Andrew Sum of Northeastern University in Boston works with ETS on research projects said, “There is no time that I can tell you in the last hundred years,” he says, when literacy and numeracy have declined, “but if you don’t change outcomes for a wide variety of groups, this is the future we face.”

“If blacks, Hispanics, and immigrants are excluded from the American results, our performance rises from 12th, to 2nd in reading and 5th in math,” said Taylor. “This means immigrants, blacks, and Hispanics are dragging our rating down to 12th from 2nd and 5th. Likewise, the oldest Americans (56 and older) came in second in reading whereas younger Americans, those 26-35 and 16-25 years old, ranked 11th and 14th, respectively.

The oldest age groups— the ones with the most whites— are doing the best, while the youngest groups with the fewest whites do the worst. The ETS also found that native-born blacks and Hispanics performed at only the 28th percentile, compared to other rich countries, and immigrants at only the 17th percentile.”

In 2009, we suffer $35 million in shoplifting DAILY within the United States by those that lack education, personal responsibility and accountability.

As the inequities accelerate, we face entrenched and growing slums that will drive food stamp usage beyond our ability to feed our citizens. As they grow more volatile, expect balkanization, ethnic separation and confrontation. As inequities grow between the haves and have not’s, expect extreme disrespect for law and order.

Finally, why continue importing 2.5 million immigrants into this country annually when we cannot support or employ our own citizens?

Additionally, when you see 600,000 Muslim immigrants added to the Detroit, Michigan region— sporting a 76 percent dropout rate from area high schools— you can count on illiterate, upset, angry and culturally incompatible Muslim-Americans taking their frustrations out on the rest of us.

Expect growing domestic violence, honor killings, FGM, rapes and much worse as now experienced in Sweden, France and Great Britain, and, of course here in the U.S. Check out the numbers, take action at www.NumbersUSA.com and join as if your kids’ lives and this civilization depended on it. In Truth, it does.

U.S. FILLING UP WITH DUMB PEOPLE: IMMIGRATION'S ULTIMATE DILEMMA

By Frosty Wooldridge

"Transforming the American dream

into the American tragedy."

Part 1: Illiteracy leads to shoplifting, babies, crime, gangs

As an educator in Colorado through the 70s, 80s and 90s, I watched academic standards and expectations drop like a brick in a bucket of water, like a jet fighter plane auguring into the ground, like water cascading over Niagara Falls.

As if guided by an invisible hand nationwide, administrators forced teachers to dumb down the academic requirements. Teachers passed kids to the next grade level... whether those children performed... or not.

Good students dragged down by their illiterate peers

As they failed to cement their educational foundations with the basics— the gaps in their math, science, reading and English skills— created terrible frustrations in their personal lives. When their irritation levels became too great, they ‘gave up’ their pursuit of minimal levels of educational achievement.

Often, while being ‘pushed’ up through grade levels, they acted out their annoyances with disrespect for teachers as they became malcontents, troublemakers or shut down altogether to cope with their growing lack of self-esteem... and failures.

Cannot think critically, read at a fifth grade level or balance a check book.

This year, Paul Robeson High School in Chicago, Illinois featured 115 pregnant girls. That equals not only115 dumb girls, but 115 dumb boys, which will beget 115 more troubled babies facing horrific futures on all counts. Thus, millions drop out or ‘graduate’ functionally illiterate, i.e., cannot think critically, read at a fifth grade level or balance a check book.

To completely upend and degrade the educational systems of America, the late U.S. Senator Teddy Kennedy, in 1965, passed a bill to inject 1.2 to 1.5 million immigrants into the equation annually. While some are doctors and nurses, to be sure, others come from third-world nations with precious few academic skills. They arrive with dozens of languages, cultural bias against education and hostility toward learning.

Forty years later, we have 100 million people added to the United States from disparate cultures around the world, as K-12 educational systems around America grind on in total chaos.

With a 600,000 Middle Eastern immigrant load in central and suburban Detroit, Michigan, as reported by NBC’s Brian Williams, “…76 percent of high school students in Detroit schools flunked out this June… other cities like Chicago, Los Angeles and Houston feature similar dropout rates from 50 to 60 percent… each year 1.2 million teens hit the streets illiterate.”

That leads up to the distressing fact that 1 in 7 Americans remains functionally illiterate:

Illiteracy Statistics

42 million American adults can't read at all; 50 million are unable to read at a higher level that is expected of a fourth grader.
The number of adults that are classified as functionally illiterate increases by about 2.25 million each year.
20 percent of high school seniors can be classified as being functionally illiterate at the time they graduate.

Source: National Right to Read Foundation

Where Illiteracy Leads

70 percent of prisoners in state and federal systems can be classified as illiterate.
85 percent of all juvenile offenders rate as functionally or marginally illiterate.
43 percent of those whose literacy skills are lowest live in poverty.

Source: National Institute for Literacy

Yet, with those disturbing figures, our U.S. Congress, by their action and by their inaction, imports an added 2.5 million legal and illegal immigrants into this country every year. That equals over 200,000 every 30 days. AND THE FOLKS FROM THIRD-WORLD NATIONS HAVE HIGH BIRTH RATES. Their kids overwhelm our schools... subverting education for our own children. The immigrants themselves face daunting challenges as to culture, language and jobs.

In Denver, we suffer 85 languages and a 67 percent Denver Public Schools flunkout rate, as reported by the now defunct Rocky Mountain News in a story “What Happened?” Ironically, the ‘Rocky’ bankrupted in 2008 because not enough people could read! The same holds true for dozens of cities across our country.

Becoming a nation of dummies in the 21st Century

What happens when somebody cannot read, write or perform simple math?

If they cannot obtain a labor job, they pursue crime, drugs, alcohol, welfare, homelessness and worse. Such uneducated women usually become pregnant and their children become abused, live in poverty and become wards of the state. Over 13.4 million American children live below the poverty line according to Katie Couric in a recent telecast. An astounding 35 million Americans subsist on food stamps.

Massachusetts; A Glaring Example.

What happens when young adult women fail their educational pursuits? Let's use one state to show you the underbelly of what’s happening to the United States:

Nearly nine of every 10 teen-agers who gave birth in Massachusetts were unmarried, the highest percentage of out-of-wedlock teen-age births of any state in the nation. According to the most recent data available from the National Center for Health Statistics, 86 percent of the 7,018 mothers under age 20 who gave birth in this state two years ago were not married.

The percentage was higher in Boston, hitting 92 percent. In Springfield, 90 percent of teen-age mothers were unmarried. "It is staggeringly high," said state Health and Human Services Secretary Charles D. Baker Jr. Additionally, it is estimated that 80 percent of unwed teen mothers end up welfare.

The declining quality of the American work force.

In a penetrating article, Jared Taylor, “The Silent Catastrophe” October 12 2009, “One great, avoidable evil we face is the declining quality of the American work force. The Census Bureau tells us that if immigration continues at its current rate of some two million people a year, whites will become a minority of the under-18 child population in just 14 years— in 2023— and will become a minority of the working population just 16 years later.

The greatest increase will be in Hispanics, who are now dropping out of high school at higher rates than blacks, doing little better than blacks when they manage to stay in school, and are the group least likely to go to college. Demographers are beginning to warn that as well-educated, white baby boomers retire and are replaced by poorly educated blacks and Hispanics, the productivity gains of the last several hundred years will be reversed, and the United States could go into a tailspin.”

“We have the possibility of transforming the American dream into the American tragedy,” says Irwin Kirsch, senior research director at the Educational Testing Service. He warns that our increasingly non-white and immigrant workforce threatens not only our standard of living, but the very survival of republican government (the U.S. is a Republic) based on an informed middle class.

“Here are some of the facts,” said Taylor. “In 2007, 93.5 percent of white and 93.1 percent of Asian 18- to 24-year-olds had graduated from high school. The figures for blacks and Hispanics were 88.8 percent and 72.7 percent, meaning that Hispanics were more than four times more likely than whites... and 2.4 times more likely than blacks... to have failed to graduate from high school.”

Painfully, as witnessed in Detroit, so many poor people shoplifted from grocery stores and retail merchants that the businesses bankrupted or vacated the inner city. Thus, the poor cannot find a place to buy their groceries... even with food stamps. On a national scale, shoplifters hoist $35 million a day in goods from retail stores. We all pay for that massive theft. Think of the implications of adding 70 million more immigrants (half of whom are illiterate) to our cities across America.

John Wayne said, “Life is tough, but it’s even tougher if you’re stupid!”

AMNESTY ASSURED TO CREATE ADDED ILLEGAL IMMIGRATION

By Frosty Wooldridge

A recent Zogby International discovered that, “…people in Mexico think that granting legal status to illegal immigrants would encourage more illegal immigration to the United States. As the top immigrant-sending country for both legal and illegal immigrants, views on immigration in Mexico can provide insight into the likely impact of an amnesty.”

I spent last weekend in Washington, DC meeting with Dr. Steve Camarata and Mark Krikorian at www.cis.org . You may find the results with Dr. Steve Camarata at: Center for Immigration Studies' website.

Among the findings:

• A clear majority of people in Mexico, 56 percent, thought giving legal status to illegal immigrants in the United States would make it more likely that people they know would go to the United States illegally. Just 17 percent thought it would make Mexicans less likely to go illegally.
• Of Mexicans with a member of their immediate household in the United States, 65 percent said a legalization program would make people they know more likely to go to America illegally.
• Two-thirds of Mexicans know someone living in the United States; one-third said an immediate member of their household was living in the United States.
• Interest in going to the United States remains strong even in the current recession, with 36 percent of Mexicans (39 million people) saying they would move to the United States if they could. This is consistent with a recent Pew Research Center poll which found that about one-third of Mexicans would go to the United States if they could. At present, 12 to 13 million Mexico-born people live in the United States.
• An overwhelming majority (69 percent) thought that the primary loyalty of Mexican-Americans (Mexico- and U.S.-born) should be to Mexico. Just 20 percent said it should be to the United States.
• Also, 69 percent of people in Mexico felt that the Mexican government should represent the interests of Mexican-Americans (Mexico- and U.S.-born) in the United States.
• A plurality, 39 percent, of Mexicans thought that in the last year fewer people they know had gone to the United States as illegal immigrants compared to previous years. Only 27 percent thought more had gone.
• A plurality, 40 percent, also thought that in the last year more of the illegal immigrants they know had returned to Mexico compared to previous years. Only 25 percent thought the number returning had fallen.
• Both the bad economy and increased immigration enforcement were cited as reasons fewer people were going to America as illegal immigrants and more were coming back to Mexico.

Krikorian said, “As the nation begins debates the issue of immigration, the perspective of people in Mexico is important because Mexico is the top sending country for both legal and illegal immigrants. In 2008 one of six new legal immigrants was from Mexico and, according to the Department of Homeland Security, 6 out of 10 illegal immigrants come from that country. Asking people in Mexico their views on immigration can provide insight into the likely impact of an amnesty for illegal immigrants and other questions related to immigration.”

Dr. Camarata reported, “This survey is the first to ask people in Mexico if they thought legalizing illegal immigrants in the United States would encourage more illegal immigration. The survey was conducted in August and September of 2009 and consisted of 1,004 in-person interviews of adults throughout Mexico. The findings show that a majority of people in Mexico think that an amnesty would make it more likely that people in Mexico would come to the United States illegally. This is especially true for people who have a member of their households living in the United States. It is important to note that respondents were asked specifically about whether an amnesty would make illegal immigration more likely, not just immigration generally. Other questions in the survey explore attitudes about migration to United States generally, recent trends in migration, and loyalty to the United States.

“The results may give pause to those lawmakers who think that an amnesty/legalization for illegals immigrants would reduce illegal immigration in the future. The findings of this survey indicate that an amnesty would encourage more illegal immigration, at least from Mexico.”

While the political winds blow toward a new amnesty against the American people by the representatives elected to work in their interest, these findings illustrate the human juggernaut Americans face with any amnesty. Demographic projections show Mexico adding 40 million more people to their population by 2050. If they cannot sustain them in 2009, you can bet millions of poor along with other migrants around the world cannot help but see a green light to overload Americans shores with sheer numbers.
With California already sinking into water shortages, air polluted cities, electrical shortages, gridlocked roads and worse—can they survive their projected added 20 million people to hit 58 million in 30 years? Can the USA withstand the projected 70 million immigrants within 30 years?
“Most Western elites continue urging the wealthy West not to stem the migrant tide, but to absorb our global brothers and sisters until their horrid ordeal has been endured and shared by all--ten billion humans packed onto an ecologically devastated planet.” Dr. Otis Graham, Unguarded Gates

RUN FOR YOUR LIFE: TEETH, CLAWS AND ANTLERS

By Frosty Wooldridge

“The hard life that never knows harness;
The wilds where the caribou call;
The freshness, the freedom, the farness--
Oh God! How I'm stuck on it all."
Robert Service

Ramshackled buildings with wooden boardwalks lined the streets as we pedaled into Dawson City, Yukon on a hot day in July. Stooped shouldered, craggy-faced prospectors shuffled along in the dirt without giving us a nod. Bowie knives hung from their belts and they gripped rifles in their hands as easily as a Chicago businessman carries a briefcase. Their faces reflected the rough life that hadn't changed since the days of Jack London.

Ever an optimist, but I didn't know how anyone could live in that place where the winter winds bit like driven nails.

My brother Rex purchased a gold pan and caught up with me at the Klondike Grocery Store. I crammed apples into my panniers.

"Ready to camp?" Rex asked. "I'm itchin' to hit the stream for some gold panning."

"The storekeeper said we could find a place a mile from here on a tributary of the Yukon,” I said.

"This buckeroo is gonna’ make the big strike," Rex said, joking.

We pedaled our fully loaded mountain bikes out of town to an abandoned path overgrown with bushes. The rutted trail led through deep woods and several times, we got off the bikes to hoist them over fallen trees. We followed the path down a ravine until it stopped at a wide, shallow stream. A sandbar stood in the middle of the slowly gliding current. It was one of those places where tranquillity kept a vigil and only the whisper of the wind broke the silence.

"This is the perfect place to start the next Klondike gold rush," Rex said, slapping his pan. "You want first chance?"

"Go ahead," I said. "I'll set up the tents."

Rex took off his shoes and waded into the water. I pulled the panniers from our bikes, pitched the tents and had camp set up in 30 minutes. After starting a fire with deadwood, I boiled some water for tea.

With a steaming cup in one hand, I grabbed my journal and walked down to the river's edge. Sitting against a rock with my socks off, I wasn't paying much attention to my gold panning brother. Overhead, white clouds skidded across the sky and a cool wind whispered through the pine trees. This was a serene place--the dark soil, the rocks, and a pine-scented forest--and beyond, a river that crawled between sandy banks like escaped quicksilver.

"You rich yet?" I yelled at Rex as he dumped another pan-full of muddy water.

"Any minute now," he said, standing up to rub his back. "This gold panning is hard on my back."

Rex continued his task while I wrote a few lines in my journal. That journal had been a part of my bicycling travels for 20 years, but every time I began writing, I still wondered what to write. That shatteringly beautiful waterfall we had seen last night, turned to molten gold by the sun? The slow dark glide of that bald eagle on his dinner patrol? The salmon lashing upstream toward birth and death?

So absorbed was I in my thoughts, I only partially heard the harsh crackling of nearby brush and breaking limbs. But what happened next brought me leaping to my feet and turned my blood to ice. The journal fell from my hands.

Terrifying roars and bellows filled the air, and sounds of snapping limbs echoed across the river. Whatever it was, it was BIG--and the battle was being joined.

"What the hell was that?" Rex shouted, dropping his pan and scrambling out of the water.

"I'm not sure," I said, as he stopped beside me, breathing hard.
"I don't think we should wait around," Rex said--and at that moment a bull moose stumbled into view, head erect and blood blackening on his torn shoulder. He lowered his rack, as an enormous grizzly rushed at him and swatted the antlers aside. The grizzly charged with his thick neck lowered and extended, and his jaws opened wide as he lunged for the moose's throat. Somehow, the moose avoided the grizzly's teeth, and dug in his haunches so that the muscles in his legs were cable-tight. He countered with a lunge at the bear's chest. Horn ripped through his brown hide, hit bone--and the grizzly roared, but the killing lust was on him.
In he charged again, half-rearing on his hind legs, both paws swatting at the moose like a boxer, staggering the animal. The moose bellowed, gave ground, came back again--and suddenly both animals reared, hooves to fangs, one desperate to live, the other intent on killing.

"Let's get out of here," I whispered. "Leave the gear. We'll get it later. This is not time to worry about the small stuff."

Rex needed no urging, and although every nerve in my body--and probably Rex's--screamed at me to run like hell, I forced myself to walk my bike into the tree line. There, back in the shadows, we watched the brutal drama unfolding on nature's stage.

The moose suffered the worst of things, yet he battled gallantly, keeping his antlered head low and catching the grizzly each time it charged. But the bear was the size of a VW Beetle, almost as heavy and as solid as the moose. He towered higher when he stood--so that he could strike downward with his razor sharp claws, ripping his prey's shoulders like a toreador lancing the forequarters of a bull to weaken it--and make it lower its head for the matador's sword thrust.

A bull moose weighs a ton and a grizzly can reach 1,500 pounds. These two seemed evenly matched in size--which meant that the bear, with his four-inch claws and two-inch teeth, had an advantage. Barring some stupid move, like allowing his jugular to be pierced by an antler, the grizzly's victory was a certainty.
From our hidden vantage-point, looking out between the limbs of trees, we saw bright rivulets of blood running down the bear's chest. The moose was now a pitiful sight, staggering with weariness, backed into the shallows where the water was turning reddish brown, and a large piece of antler was broken off by one mighty blow from the grizzly's paw. In came the bear again, roaring so fiercely it was almost a scream, and the exhausted moose bellowed back its defiance.

Now, however, the battle's balance had shifted. The bear's sharp claws ripped into the moose's ribs, laying them bare. Then the bear's teeth sank into the neck, and only by a supreme effort was the moose able to shake him off again.
I didn't want to watch any more, yet my fascinated eyes were ready for the final drama. After five minutes that seemed like hours, the bear made one last head down charge--and sent the moose sprawling into the river. The moose made a final bellow, a last exhausted attempt to rise, but it was hopeless. The grizzly had him by the throat, and the moose thrashed erratically for a minute, then died.

"Oh, my God," Rex whispered, gripping my arm.

The bear held his grip until the moose stopped quivering. Then, raising his massive anvil-shaped head, he let out a roar that shivered the forest air, and began feeding.

I felt as Rex did, as any human being would--it had been a frightening scene. Savage violence unleashed beside a beautiful stream in the wilderness. Yet no one had committed a crime. Life sustains life.

The grizzly, blood mixed with froth lathering his jaw, raised his head and looked right at us. Whether the wind had shifted or not, I was leaving.

"Come on," I whispered. "Let's get back to town, not that anyone there is going to believe what we saw."

In the morning, we rode back to find our gear still intact, but on the sandbar a partly devoured moose carcass was the only indication of the battle.

In silence, we folded the tents and packed our gear.

"I guess you're out of a gold pan," I said.

"I don't care," Rex said. "Money can't buy what we saw yesterday."

We pedaled our way out of the woods. The gravel road wound through the mountains like a lazy serpent, bending and slithering its way along the Yukon River. We pedaled our bikes up a long grade to the ‘Top Of The World Highway’. No telling what lay ahead. That's the way it's been for my bicycle and me--always the promise of a new adventure around the next bend....

PROGRESSIVES FOR IMMIGRATION REFORM

By Frosty Wooldridge

Last week, I sat down in Washington, DC with Leah Durant, Executive Director of “Progressives for Immigration reform.” www.progressivesforimmigrationreform.org
Together, Ms. Durant and I watched a sobering slide show by Dr. Jack Alpert on sustainability: www.skil.org

Later we discussed what we saw and what her organization strives to accomplish.
Ms. Durant served as an attorney with the Civil Division of the United States Department of Justice. She works for sustainable living initiatives within the U.S. and internationally. She earned a B.A. at the University of Maryland and a J.D.
from the University Of Maryland School Of Law.

“Progressives for immigration reform is a non-profit organization that supports the principles of protecting workers’ rights and ensuring fair wages for America’s workforce,” states the PFIR website.

PFIR’s website includes information on all aspects of immigration. The Pulse Opinion

Survey, conducted April 2009 revealed:

• 67 percent of liberals felt the level of population growth caused by immigration negatively impacts the quality of life in the U.S.
• 58 percent felt that current levels of immigration are harmful to the environment.
• 63 percent said that current levels of immigration hurts job prospects for American workers.

How does immigration impact American labor?

“The number of immigrants living and working in the United States is growing at an unprecedented rate,” said Durant. “Statistics issued by the U.S. Census Bureau indicate that 1.6 million legal and illegal immigrants settle in the country each year, with the U.S. netting somewhere around 1.25 million new immigrants yearly. The large number of new immigrants added to the workforce through legal and legal immigration has major implications on the availability of jobs for many Americans. Unemployment rates in the U.S. are now the highest in over 16 years. Statistics issued by the Bureau of Labor for January 2009, reveal a national unemployment rate of 7.6 percent, with 11.6 million Americans reportedly out of work. (Currently at 9.6 percent and 15 million Americans out of work.)

“In the midst of the current economic crisis, growing numbers of Americans are being displaced by lower cost legal and illegal immigrant workers. Many businesses take advantage of illegal and cheap foreign labor as a way of reducing costs and increasing profits.

“Of particular concern is the impact that continued large-scale importation of workers has on those Americans at the lower end of the socio-economic scale. According to the Current Population Survey (CPS), which is collected monthly by the Census Bureau for the Bureau of Labor Statistics, in Fiscal Year 2008, 1.45 million new immigrants gained legal authorization to work in the United States. In addition to these new, legal foreign workers, The Pew Hispanic Center estimates that during that same year, 7.7 million illegal aliens were employed in the United States. Nationally, some estimates for the number of American workers displaced by immigration each year are as high as two million.

“Adding millions of newcomers to the work force creates unfair competition and reduces wages and the availability of jobs for all workers. It is essential that immigration policy consider the impacts that mass immigration has on native-born and legal American workers.”

How Does Immigration Impact Growth?

“The nation’s ongoing debate over the number of legal and illegal immigrants entering the country each year has raised legitimate questions about the sustainability of current U.S. immigration policies and the size of nation we wish to become,” said PFIR. “Although political sensitivity has often curtailed the discussion of the impact that immigration has on U.S. population size, the fact is that immigration accounts for 63% of our nation’s population growth. For over 30 years, immigration has served as the largest contributor to the increase in U.S. population. As a direct result of its immigration policies, the United States is now the third most populous nation in the entire world and grows at a rate of more than twice that of China. In fact, the United States has the fastest population growth of any industrialized nation, and is surpassed only by India and Nigeria.

“The United States currently adds 1.25 million immigrants (net) to its population every year. Without a return to more traditional levels of immigration, somewhere in the neighborhood of 300,000 per year, U.S. population is slated to increase from 307 million today to 468 million by the year 2060.

“Public opinion polls demonstrate that stabilizing the size of U.S. population is a concept that most Americans are willing to embrace. Whether America achieves a sustainable population will be determined by the responsibility of the actions we take as a nation. In order to attain the goal of population stability, the U.S. must take control of its immigration system by implementing policies having a positive impact on U.S. population growth. This goal can be reached only by curtailing large-scale immigration and ending the policies of chain-migration, which serve as the source of our rampant growth.”

How Does Immigration Impact The Environment?

“According to the U.S. Census Bureau, the vast majority of population growth in the United States is the result of legal and illegal immigration, plus the higher than replacement fertility rates of most recent immigrants,” said PFIR. “Due in large part to our present growth-rate of 1.1% per year, immigration-driven growth has huge implications for the future of environmental conservation. As the United States careens toward a population surpassing 400 million by mid-century, it becomes painfully clear that achieving our environmental objectives will largely hinge upon the immigration policies we chose to enact.

“Because of the need to provide for rampant population growth, the United States has experienced accelerated ground water degradation, pollution, the destruction of forests, national parks and natural habitats, along with the over-consumption of precious natural resources. The good news is that by regaining control of its immigration policy, America has the ability to reverse this threatening trend. By taking steps to reduce immigration, America can reduce our population’s devastating impacts on the environment before it is too late.”

We enjoy a choice in 2009. If we continue on our current path, the choice will be taken from us. Please visit www.progressivesforimmigrationreform.org and take action for all Americans and future generations.

TEMPORAL BLINDNESS AND OVERPOPULATION IN AMERICA

By Frosty Wooldridge

Cap and trade? Will it work? Not a chance! Screw in a mercury, curly-cue bulb to save electricity! Will that stop carbon emissions? Sorry! Drive a Prius for greater fuel efficiency? Only delays the inevitable! Add more lanes to Los Angeles’ freeways to solve gridlock? That’s like a four hundred pound man facing a heart attack—unbuckling his belt to allow more room for his bulging belly. That’s a tragic choice!

“TEMPORAL BLINDNESS is a limitation in cognitive process. People with temporal blindness cannot gather and process available information into predictions of future conditions. Their processes cannot connect future conditions to a causing behavior.

When their processes do create unpleasant predictions, and identify the causal behavior, they fail to create enough present meaning for the future conditions to motivate a change in that behavior.” Dr. Jack Alpert

In a brilliant essay, Dr. Jack Alpert, www.skil.org, introduced a new concept for Americans to consider: “Why do we need rapid population decline?”

The first question you might consider stems from our civilization that grew population every year for over 400 years. How will you stop that kind of a cultural juggernaut? Simple: either we do it or Mother Nature will! And, Mother Nature always bats last.

“Everyone knows population-increase grows cities and crowds freeways,” Dr. Alpert said. “As a result freeways get wider and cities get bigger. Everyone knows that if city dwellers want bigger cars or houses, cities and freeways grow even if the population doesn’t.

“Hard to grasp is that city growth requires more square miles of ocean and farm land to feed its dwellers. Cities need more water to flush its toilets and water its lawns. Farms need more land and water to feed city people. Cities need more energy to heat homes, run transport and support goods and services.”

Alpert points out that what you see at first glance is not the real problem. Like an iceberg, with 92 percent of its volume below the water, the actual human predicament is 10 times bigger than our first estimate.

“Cities already consume 75 percent of the resources of humankind,” Alpert said. “Farm land is finite. Oil reservoirs, aquifers and rain are finite. Places to put waste are finite. Mined resources like soils and iron are finite.

“There is a whole web of life from bacteria to polar bears that share this finite environment. When humans usurp their space and resources, they are extinguished. Loss of diversity threatens the ecological system.”

Are you beginning to see below the surface? Catch a glimpse of the reality of overpopulation? Understand the implications for your children?

“When there are relatively few cities and a lot of unallocated global resources, city growth appears to have no limits,” said Alpert. “But when the support for all these cities equals the environment's abilities to produce, one city must compete with another for scarce resources. Eventually the competition turns into disenfranchisement and conflict.

“Conflict consumes resources. This leaves less resources to support cities. Which increases scarcity. Which increases competition. Which increases conflict. Which diverts more resources away from supporting cities. The circular process causes civilization to experience a death spiral.

“Two possible approaches to keep scarcity of goods and services from triggering collapse of civilization. One increases global carrying capacity with technological efficiency and substitution. The other constrains total human footprint.

“Many people think these dangers can be avoided by a combination of technological expansion and population stabilization. However, even with a cessation of population growth technological expansion is facing a very large task.

“First, because we don't know how close the current human footprint is to the globe's limits. Some would say we have overshot them at present technology and are depleting fish stocks, oil reservoirs, aquifers, and damaging climate.

“And second total human footprint would still continue to grow because 80% of today's global population, the poor, consume at a rate of 1/8 to 1/16 of that consumed by the 20%, who are wealthy. We should expect these have-nots to increase their consumption. If they doubled that consumption every twenty five years, It would take a century or more for them to catch up with the haves and it would quadruple the total human footprint and the technologist's challenge.

“In addition to the poor's increase in consumption the haves will increase their wellbeing. The goods and services required by even a constant population will likely double every 20 years for centuries.

“If we are counting on technology to protect us from the vagaries of scarcity, it will have to double global production of goods and services (with fixed land and less dense energy) every 20 years for centuries.

“Any technological shortcomings will have to be addressed by constraints on total human footprint. At first this might be viewed as capping the excesses of the rich. However, if improved health care increases longevity that increases footprint and it has nothing to do with excesses.

“Since total human footprint is the product of population times per capita consumption, any improvement in wellbeing will have to be matched with reductions in population. Even an improvement in healthcare requires a decrease in population.
“If we expect a doubling of human footprint every twenty years, and technology fails to keep up then the prevention of scarcity must be addressed with a halving of the population every 20 years.

“Rapid population decline (RPD) appears to be "the" path to a viable future for our kids, our nation, humankind, and our ecosystem.

“Rapid population decline (RPD) occurs only when deaths greatly exceed births. The three mechanisms for having deaths exceed births are:

1) deprivation (starvation or disease,)
2) genocide, and or
3) birth rates far below two per woman.

“The challenge that confronts us is, "Can we engineer a future with lesser amounts of RPD caused by deprivation and genocide and more RPD caused by lower births?"
(1) Many answers to the following questions justify a shift in emphasis from current proposals that address visible problems (eco destruction, resource exhaustion and social inequity) to RPD proposals that produce civilization viability.

1. What is the carrying capacity that is divided between humans and other species?
2. How much and how fast can carrying capacity drop?
3. When will carrying capacity drop?
4. If billions are living hand to mouth on a dollar
or two a day, how fast can a doubling of food costs (demand over supply) put billions on a death diet?
5. How long can/will the rich keep the poor from starvation using redistribution?
6. When it is obvious that redistribution will not satisfy the starving hordes and inhibit their social conflict, how long will it be before the rich or powerful resolve their desperation with genocide?

Another question Dr. Alpert asked, “How fast can a lower birthrate reduce the population?"

In SKIL Note 63, Alpert provides graphs of population vs time for various birthrates established by various behaviors. He said, "The graphs describe the opportunities for the human experiment that are created by birthrate-driven rapid population decline. He hoped the model's products make implementing very low birthrates a little easier. By visiting SKIL Note 63 you will be able to see the graphs and down load the model that runs under the latest version of MS excel. For all 67 SKIL Notes, a selection of articles, and books that more fully describe our temporal blindness, the human predicament, trends that resolve it, and behaviors to create these trends click here.

As Alpert illustrates, our civilization must change course from unending growth to population stabilization or Mother Nature will change course for us.

ALL IMMIGRATION: AN UNWORKABLE PONSI SCHEME BY US CONGRESS

By Frosty Wooldridge

What does a citizen do when the government does more harm than good, more damage than repair and more malfeasance than can be tolerated?

At the present time, our U.S. Congress shoves 160,000 legal immigrants down our throats every 30 days. Month in and month out, year in and year out, decade in and decade out. For what? All the while, we suffer 15 million unemployed Americans and 35 million subsisting on food stamps! Yes, that number proves correct!

Do they know what they are doing? No! Do they understand the implications? No! Do they think about the future? No! Do they take into account our culture, our language, our environment, civilization? No! They drive us in a Faustian Bargain with a final result of forcing us into a Hobson’s Choice.

A dear friend of mine, Washington DC writer Don Collins returned to his old home town south of Pittsburgh, PA for a high school reunion. The town’s size remained the same from 60 years ago. Nice streets, nice homes, nice schools and nice tennis courts.

“After a good visit with an old friend there, he subsequently emailed me a rather poignant note which raised an interesting question,” Collins said.

My friend wrote in part:

"The one big thing I do wonder about in the whole immigration issue is this: What would be the economic result if we were able to stop or drastically slow immigration? I read in The Economist and similar publications that Japan, most European countries (and China) all have enormous problems facing them because of the aging of their populations. All of them have low birth rates within their native populations and few allow or receive much immigration.

“Economic pundits contrast their situations with that of the US which has a relatively young population only because of immigration.

“The countries with low immigration and aging populations are expected to suffer severe problems in funding their equivalents to our Social Security and Medicare with a diminishing number young workers paying into the system and more and more oldsters on the receiving end.

“What would be the solution to funding our Social Security and Medicare if we were able to stop immigration? When I look around Greensburg and Pittsburgh which are ethnically Germanic, Italian, British Isles and Slavic I see a population which is old and tired.

“You can go door to door in Greensburg, as I have with political messages, and find a large majority of retired people. It is unusual in most Greensburg neighborhoods to have a working-age person come to the door. We have almost no Hispanic, Asian or African American population here.

“It is certainly comfortable for me and most of my friends and neighbors to live in such a cocoon, but is it economically feasible in the long run? I would be interested to hear your enlightened view on this problem."

“Good questions,” Collins said. “I sought perspective from a true expert, the Special Project Director at the Federation for American Immigration Studies (www.fairus.org), Jack Martin, and got some thoughts that are at least the beginning of an answer.”

Jack offered these helpful comments:

"Part of the answer is that, along with our greater longevity, we are in better health longer and should be expected to have a longer productive life. If that means working beyond what is currently thought of as retirement age, so be it.

“There are going to be some shrinking pains, to correct for the growing pains we are now experiencing. But, there is not any way to achieve a demographic transition without some pain, and the pain that we should be experiencing is one that leaves a more sustainable future for our descendants.”

“Another part of the answer is that the period of low U.S. immigration from 1925 to 1975 showed that we did not need to have large-scale immigration to have a healthy economy. You might want to look again at the Issue Brief Low Immigration and Economic Growth on FAIR's website.”

“I would also suggest to your friend that he read Shoveling Fuel for a Runaway Train by Brian Czech. Czech is a biologist and university professor. Publishers Weekly wrote about the book, ‘[Czech] is as good at popularizing economics as Carl Sagan was science.

“Finally, it is worthwhile to read the August 17, 2009 article in the Christian Science Monitor entitled "Is Population Growth A Ponzi Scheme?" Its author, David R. Francis, says that ‘notions that population growth is a boon for prosperity – or that national political success depends on it – are “Ponzi demography,” says Joseph Chamie, former director of the population division of the United Nations.’”

In a September 21, 2009 report on Lou Dobbs Tonight reporter Casey Wian colorfully said:

"The cheapest way to stop global climate change is not converting to solar power or buying a hybrid car. It's putting on a condom. That's the conclusion of a London School Of Economics study showing that money spent on contraception is about five times more efficient than money spent on clean energy technologies.”

As you can see from Collins’ and Martin’s rational thoughts, we, as a civilization, must come to terms with massive, unrelenting and unsustainable immigration. Do you want to place it in an environmental perspective? Quality of life? Energy crisis? Cultural crisis? Linguistic crisis? Water shortages crisis?

You may pick anything you want, but none of the consequences will go away unless we turn off the spigot with a suspension of all immigration for a period of 10 years. After that period, we need a “US Sustainable Immigration Policy” that might allow 100,000 immigrants a year because that many people egress annually. Then and only then, will our civilization be able to survive into the 21st century.

HOW LONG BEFORE WE BECOME A NATION OF 50 CALIFORNIAS?

By Frosty Wooldridge

While you discovered the dreary reality of Detroit, Michigan—that’s only one American city! Commensurately—Miami, Chicago, Houston, New York, Los Angeles and others follow toward a range of similar futures.

Ask yourself, with 15 million Americans unemployed and 35 million subsisting on food stamps, does it make sense to import 160,000 legal immigrants into this country every 30 days and a total of 1.5 million plus annually? Especially when those immigrants cost American taxpayers (you) a total of $346 billion in resettling services across 15 federal agencies annually?

At this point in time, with 10 million legal and unlawful immigrants, California suffers a $24 billion debt. It cannot pay its bills. It sinks deeper into collapse as it adds 1,700 people per day, every day of the year.

Next question: what if all of our states turned into Californias? Given enough time, they will! Remember that U.S. population projections show immigration adding 100 million people to the USA in 26 years. (Source: Fogel/Martin March 2006, “US Population Projections”, www.fairus.org)

In a brilliant expose’ famed economist Edwin Rubenstein wrote, “As California Goes - Facts behind California’s Fiscal Meltdown.” (Volume 19, Number 4, summer 2009, www.thesocialcontract.com)

In it, Rubenstein illustrates California’s plight as the canary in the coal mine.

Why California?

“The state’s top income tax rate—10.3 percent—is the highest in the nation, and this surely explains why the richest 1 percent of residents end up contributing half of all the personal income taxes the state collects,” Rubenstein said. “Even the state sales tax rate—a poor man’s levy—is well above the national average.

“The usual suspects—high spending and low taxes—are not to blame. In their place stands something far more fundamental: demographic change. An ever-growing share of California residents are immigrants. The vast majority of immigrants are from Latin America (56 percent) and Asia (35 percent). They are generally young, poorly educated, and mired in low-income jobs that do not provide health insurance. Their English is often rudimentary. They depend on state social services at far higher rates than natives or earlier immigrant cohorts.”

A whopping third of California’s immigrants entered unlawfully! At least half of them work off the books thereby not paying any taxes into the system, but their children tap into education, food and health care at an astounding cost to the state. In the last eight years, 86 hospitals and ER wards bankrupted out of business.

“Latino families are larger than those of other immigrant groups. Their children swell elementary schools but are less likely than other groups to graduate high school or finish college,” Rubenstein said. “Second-generation Latinos are also less likely to grow up with two parents, and more likely to go to jail or become teenage mothers.

“Many observers—including prominent Latin Americans—have concluded that the same traditional values that lie behind Latin America’s difficulties in achieving prosperity and political stability are being substantially perpetuated among Hispanic immigrants and their descendants in California. This implies that the problem is primarily cultural, not economic, and that fiscal measures alone will not suffice to solve it.”

California’s Immigration Tsunami

“Between 1970 and 2006 the number of California residents born abroad increased by more than five-fold, from 1.8 million to 9.9 million,” said Rubenstein. “Currently the state has a much higher share of immigrants in its population than the U.S. as a whole.”

For more than a century California has set the immigration trend for the nation:

“Using official state figures, demographer Leon Bouvier concluded that immigration accounts directly and indirectly for 98 percent of California’s population growth between 1990 and 2002. Direct immigration contributed 57 percent of the rise, while the rest came from births to foreign-born women,” said Rubenstein. “Behind the headline statistics are two telling factoids. First, net migration from other states has virtually ceased. Traffic congestion, schools, the water crisis, the state’s fiscal meltdown, are all a big turn-off to citizens of other, less troubled parts of the country.

“Second, the average California mother is expected to give birth to 2.1 children over her lifetime. This is the so-called “replacement” fertility rate which, if sustained over time, will result in a stable population. The devil is in the details: established residents and immigrants from non-Hispanic groups —Asians, Blacks, Whites, American Indians, and Pacific Islanders—are all reproducing at below replacement rates. Hispanic mothers, by contrast, are on course to have 3.25 children over their reproductive lifetimes.”

The Immigration Deficit

Once upon a time political correctness did not prevent Californians from discussing the fiscal burden imposed by illegal aliens. In the early 1990s California faced a sinking economy not unlike today’s. Social welfare caseloads exploded, state revenue declined by more than 25 percent, and the state’s budget deficit was an unprecedented one-third of total general fund spending.

“Caseloads continued rising even after the recession ended, a trend many officials blamed on illegal immigrants,” said Rubenstein. “In 1993 California Gov. Pete Wilson sued the federal government for the costs of state services to illegals—widely estimated at $2 billion ($2.9 billion in 2009 dollars)—arguing that Washington mandated the provision of such services while failing to prevent the illegal influx. Five other magnet states—Arizona, Florida, New York, New Jersey, and Texas—joined the suit.

“The issue propelled the drafting of Proposition 187, a state initiative denying certain services to illegal aliens. A firestorm ensued. Besides racism and anti-Latino bias, immigrant groups charged the Wilson administration with grossly exaggerating the net cost of illegal aliens on the state’s budget.”

The 1994 study found that the 1.7 million illegal aliens then residing in California and their U.S.-born children:

● Received $4.3 billion in state services
● Paid $739 million in state taxes
● Received about $3.6 billion more than they paid in taxes.

“K-12 education is the largest state expenditure, accounting for 40 percent of the budget,” Rubenstein said. “Enrollments have increased dramatically since 1994, swelled primarily by Hispanic immigrants and their U.S.-born children. Consider this: between 1994 and 2005 California K-12 enrollment grew by 1,054,806; Hispanic student enrollment rose by 1,009,489, accounting for 96 percent of the total increase. White enrollment declined by 246,220 students over the same period.” (See article.)

California Is Our Canary

California still has the nation’s largest immigrant population. But its lead is shrinking: In 1994 32 percent of the nation’s foreign-born lived in California; today about 26 percent do. Only 17 percent of immigrants arriving in the U.S. between 2005 to 2006 settled in California.

“Unfortunately, the same social pathologies that attend the foreign-born in California travel to other U.S. destinations,” said Rubenstein. “In every instance immigrants are, on average, poorer than natives, more dependent on public largesse, more likely to require remedial education, less likely to finish high school, and more likely to evade taxation and to be incarcerated. Throughout the nation native-born citizens are digging ever deeper into their pockets to subsidize public services for immigrants.”

Interesting to see what happens with the projected 70 million new immigrants to be added within 26 years at current immigration rates!
